University High School lost an average of 242 students each graduating class

They have a some graphs (warning: .PDF) of the numbers from 1997 to 2006, but no details on how the study was conducted. I'd personally be interested to see what their data set is and how they got it.
The numbers don't really surprise me. But then I'm a cynic.
I sat in the audience for a Zocalo talk about the mayor's plan to take over the LAUSD last year, and some of the numbers were downright unnerving. After half an hour of badgering Romer essentially admitted that the LAUSD didn't know what their drop out rate was, simply because they weren't entirely sure how many students they actually had.
So, what do you think? If these numbers are correct, why the reduction? Moving away? Dropping out? Dying? Whatever it is, it's pretty damn disturbing.
